EDITOR'S NOTES. --Ga. L. 2003, p. 298, § 3(b), not codified by the General Assembly, provides that this article, as enacted by Ga. L. 2003, p. 298, § 1 as Code Sections 49-6-80 through 49-6-85, shall become effective July 1 of the fiscal year following the year in which funds are specifically appropriated for the purposes of this Act in an appropriations Act making specific reference to this Act and shall become effective when funds so appropriated become available for expenditure. Funds were appropriated at the 2007 session of the General Assembly.
